From the Kansas City Star:

Yemen’s ousted president Mansour Hadi, in a presidential decree, has removed Nayef al-Qaysi as governor of al-Bayda province and replaced him with Salah al-Rassass.

Al-Bayda province has been a target recently of drone strikes by the US due to the presence of Al Qaeda there and the now former governor classified by the US as a “specially designated global terrorist” because of possible financial contributions to Al Qaeda.
